KWAKWANI — Local council PR component

All 80 GECOM LAAs have reviewed 2023 PR results, including unopposed declarations. 51 have three numeric PR cycles; 21 historical name bridges are documented. 32 full council allocations are separately reconciled. Next local call, changed boundaries, remaining constituency seats and present council control remain unresolved. A separate 252-entry Indigenous community directory is included as evidence, not a verified count of elected village councils. Two 2016 handwritten PR returns, Enmore/Hope and Golden Grove/Diamond Place, have been visually resolved, including the explicit manuscript correction in the latter.

Historical competition

Competitiveness index for a verified actual-event sequence withheld. Actual-event and/or comparability review incomplete.

Provisional imported-series CI: 56.7/100. This uses the three displayed comparison cycles and retains the open event/boundary audit. It does not confirm the latest three actual completed elections.

Grouped party-share volatility: latest interval 25.5 points; earlier interval 12.1 points; two-interval mean 18.8 points.

Grouped Pedersen lower bound (percentage points). PPP/C and Other on the PR ballot only. APNU, AFC, their joint slate and local groups stay together in Other to avoid treating a coalition split as a measured voter transfer. This deliberately coarse lower bound hides changes among every non-PPP/C list. Whole-council composition is separate. An interval is withheld if either election has no list mapped to an explicit named group. This is aggregate share change, not individual voter switching. Event review: Actual-event and/or comparability review incomplete

Current government and control: Unverified. Local government-risk forecast: unassessed.

Polling: no vetted current evidence included for this office.

PR declarations visually/digitally reviewed. PR seats are explicitly component-only; no whole-council majority or present government is inferred from them. Spelling bridges preserve original source identity. Separately verified 2023 whole council seats: APNU 7, PPP/C 5 of 12. As-declared composition only.

Electoral event evidence

Separate source records can belong to the same election cycle. Recounts, runoffs and void returns do not create additional cycles.
