# South America build status

Snapshot: 13 September 2026. Fixed election window: 8 September 2026–8 March 2028, inclusive.

**South America is not research-complete.** The corrected files distinguish completed outcomes, final annulments, preliminary results, missing source material and institutions with fewer than three elections. Successful workbook validation does not close these research gaps.

## Work completed in this continuation

- Reaggregated 3,388 Colombian legislative histories. Corrected 95 existing vote totals, including 94 with duplicate positive closed-list rows. Closed lists now count the list ballot once; candidate roster copies are excluded. Mixed-type source groups remain withheld. Bogotá and Cali’s incomplete 2015 council vectors are explicitly excluded.
- Added ten Colombian histories, including explicit Bogotá and Santiago/Putumayo code/name joins. All-zero source vectors stay unusable. Corrected backslash-escaped TSV parsing, including the previously malformed Pamplona row.
- Resolved Ninabamba’s final 2025 votes and six elected authorities, and Pión’s final annulment and continuation of 2018 authorities, using JNE Resolution 0590-2025. A resolved annulment is not an unresolved decision or a valid mandate.
- Visually resolved two 2016 Guyana PR declarations: Enmore/Hope and Golden Grove/Diamond Place. The latter retains the handwritten correction as the basis for its count.
- Added Calacalí’s five preliminary rounded list shares, reported 3–2 allocation and CNE confirmation of final credentials. Its final integer vote vector remains missing. Reordered completed cycles as 2023, 2019, 2014.
- Added all four rounds of French Guiana’s two territorial-assembly elections, with reconciled votes, turnout and seats. The current institution has no third election. The March 2028 call remains conditional against the 8 March cutoff.
- Added 528 clearly separated ordinary/public-electorate baseline records, with 468 usable competition calculations. They supplement Paraguay’s replacement chronology and Brazil’s indirect selections; they do not erase those events or certify the latest three actual contests.

## Current coverage

Current records are office/ballot entries, not a closed denominator of eligible races. A three-vote series measures available usable counts; it does not establish final certification or current political control.

| Country | Current records | History entries | Three usable vote series | Latest grouped volatility |
|---|---:|---:|---:|---:|
| Argentina | 3,440 | 7,929 | 1,561 | 157 |
| Bolivia | 0 | 0 | 0 | 0 |
| Brazil | 62 | 199 | 51 | 26 |
| Chile | 0 | 0 | 0 | 0 |
| Colombia | 2,270 | 6,825 | 2,194 | 1,916 |
| Ecuador | 1,295 | 3,857 | 1,278 | 152 |
| Guyana | 80 | 231 | 51 | 61 |
| Paraguay | 526 | 2,954 | 444 | 476 |
| Peru | 4,950 | 5,882 | 1,855 | 1,427 |
| Suriname | 0 | 0 | 0 | 0 |
| Uruguay | 0 | 0 | 0 | 0 |
| Venezuela | 0 | 0 | 0 | 0 |
| **South America** | **12,623** | **27,877** | **7,434** | **4,215** |

The additional evidence workbook is separate from these counts: it contains alternative analytical selections of existing histories and the conditional territorial supplement. Grouped volatility is an aggregate lower bound, not individual voter switching. National polling does not by itself establish a local turnover forecast.

## Specific evidence still needed

**Argentina.** Missing older local results in several provincial datasets, full seat proclamations, intervened/replacement contests and dated coalition control. Many municipalities vote separately from provincial election day. Final 2027 calls remain subject to official publication.

**Bolivia.** Ordinary March 2026 elections precede the fixed window. Indigenous procedures and specifically called delayed/repeated polls need their own dated evidence; no future absence of special elections is asserted.

**Brazil.** Roraima legal certification, Rio and other specific replacement/current-control cases remain open. Eight municipal replacement tickets are tracked; ordinary municipal renewals are outside the window. Public-vote baselines for Alagoas and Amazonas are supplied separately from their indirect selections.

**Chile.** Ordinary regional and municipal renewal falls in October 2028, after the cutoff. No in-window extraordinary public ballot was verified in the reviewed sources.

**Colombia.** Six 2023 assemblies are absent from the available CEDE file: Amazonas, Guainía, Huila, Risaralda, Vaupés and Vichada. JAL local boards and many replacement-event final returns remain missing. Twenty mixed-list-type histories, Bogotá and Cali 2015 partial counts and candidate/elected-flag inconsistencies require source reconciliation. Full legal seat allocation is separate from candidate flags.

**Ecuador.** The 826-parish inventory requires official-code reconciliation; some new-parish final returns remain absent. Calacalí has final completion evidence but only preliminary rounded shares and secondary seat affiliations. Its linked spreadsheet is blocked by human verification. Shuar Pastaza is preliminary; Sevilla credentials supply people rather than complete party votes.

**Guyana.** Older full PR vectors remain absent or inconsistent for several LAAs; Nile/Cozier 2018 has an unresolved printed-total conflict. The 2018 official index omits three towns. Whole-council constituency allocations, geography and current control remain incomplete. The Indigenous community directory is not a verified election register or a three-cycle return archive.

**Paraguay.** Replacement elections sometimes contain only winner/seat evidence. New municipalities, boundary/party continuity and dated control remain incomplete. The separate ordinary-election baseline helps historical comparison but does not fill replacement losing-vote gaps.

**Peru.** The 3,008 provisional populated-centre entries are not reconciled to 3,382 reported scheduled centres. Their local call register and three-cycle result archive remain unavailable in the build. Five malformed 2022 source units, full seat proclamations and current control remain incomplete. Pión’s final annulment is now resolved; its third earlier completed cycle is still missing. Ninabamba’s 2025 result and elected roster are final.

**Suriname.** Ordinary 2025–2030 local cycle is outside the window. Statutory replacement exceptions require a specific call.

**Uruguay.** Ordinary 2025–2030 departmental/municipal cycle is outside the window. Substitution normally fills vacancies; neighbourhood participation bodies are distinct from elected government-control offices.

**Venezuela.** The May/July 2025 ordinary elections and four-year terms support 2029 renewal. A specific exceptional or transition-related in-window call remains unverified.

**Territories.** French Guiana has both actual current-institution cycles; the exact 2028 election date remains necessary. The Falkland Islands’ ordinary term is 2025–2029. South Georgia and the South Sandwich Islands has no permanent resident electorate.

## Remaining completion work

1. Reconcile the eligible office register, particularly Peru’s populated centres, Guyana’s Indigenous councils, Colombia’s JAL boards and Ecuador’s parish codes.
2. Obtain missing historical and replacement returns, with explicit structural exceptions only where an institution has held fewer than three elections.
3. Reconcile final legal outcomes, list/seat allocations and boundary or party continuity. Keep preliminary counts separate from final proclamations.
4. Add dated current-control evidence and locally applicable polling context. Keep unavailable polling and forecasts explicitly unavailable.
5. Rebuild affected calculations and briefings, and rerun the saved-file checks. Do not promote a record merely because it exported successfully.
